Res 95-206 RESOLUTION NO. 95-206 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, ESTABLISHING AN ECONOMIC DEVELOPMENT ROUNDTABLE. WHEREAS, the Federal Way Economic Development Board (EDB) , established in 1991 with representatives from the city of Federal Way (city), the Greater Federal Way Chamber of Commerce (Chamber) , local business representatives, and other local governments, had as its mission to improve the business operating environment and to promote economic diversity and growth in the Federal Way area; and WHEREAS, the Federal Way City council, supported by recommendations from its Finance and Economic Development Committee, sets the city's mission, vision, policies and plans for a balanced and sustainable economic development environment; and WHEREAS, the economic development goals of the EDB and the City Council are consistent and inseparable and the city Council through its Finance and Economic Development Committee desires to continue its policy-setting role for the future of the City's economic development; and WHEREAS, the EDB was dissolved on March 22, 1995 by consensus of the city, the Chamber and business representatives; and Res.#~, page#----- COpy WHEREAS, the city and the Chamber desire to jointly develop and continually update a marketing plan and promotional materials designed to attract potential business relocation/ expansion to Federal Way based upon the vision and the economic development component of the comprehensive plan for the City of Federal Way; and WHEREAS, the retention of existing businesses is necessary if the goal of economic growth is to be achieved; and WHEREAS, the City and the Chamber will continue the above activities as part of their on-going economic development functions; and WHEREAS, the City and Chamber recognize the importance of providing a forum for new ideas and concepts to promote or redirect economic development activities as appropriate; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY HEREBY RESOLVES AS FOLLOWS: Section 1. Purpose, orqanization, and Specific Obiectives. The City of Federal Way, the Greater Federal Way Chamber of Commerce and other community representatives together will form an Economic Development Roundtable (EDR) as a forum for new ideas and concepts to promote or redirect economic development activities. The EDR will have the following objectives: A. Conduct Onqoinq Research and Recruitment. Identification of potential business relocations/expansions that fit with the vision for Federal Way is a vital component of Res.#~, Page#~ economic development. The EDR will develop a program through which these businesses are identified for recruitment activities. B. Consult with the citv and the Chamber on Marketinq/Planninq. The EDR will provide consultation to the City/Chamber on marketing plans, materials, etc. They will also provide feedback on any issues that are needed to support economic development in Federal way such as zoning, financing, infrastructure, etc. C. Provide a Team for Business Recruitment. When significant businesses are identified as potential candidates for relocation/expansion into Federal Way, recruitment activities may become very competitive with other locations, requiring intensive recruitment intervention. The EDR will identify appropriate persons to staff a recruitment team to provide quick intervention. section 2. Resources. The city and the Chamber will facilitate or fund EDR activities as appropriate and upon a majority vote of the city Council. section 3. Severability. If any section, sentence, clause or phrase of this resolution should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this resolution. Res.#--Ulli-' Page#~ section 4. Ratification. Any act consistent with the authority and prior to the effective date of the resolution is hereby ratified and affirmed. section 5. Effective Date.
