Res 95-197 RESOLUTION NO. q~-lq7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, ESTABLISHING A SISTER CITY AFFILIATION POLICY FOR THE CITY OF FEDERAL WAY, WASHINGTON. WHEREAS, the citizens of Federal way have demonstrated a desire to learn more about the people of other cultures, and to enhance international communication and understanding; and WHEREAS, the citizeQs of Federal Way wish to participate in cultural, educational, sports, technical, governmental and economic exchanges to increase their knowledge of the diversity in the world and in their community; and WHEREAS, it is desirable to provide the citizens of Federal Way with an opportunity to give service to and derive benefit from a community project of international scope; and WHEREAS, it is desirable to encourage international trade and tourism between Federal Way and its sister cities; and WHEREAS, selection of sister city affiliations should be made in a thoughtful manner to assure productive and mutually beneficial relationships; WHEREAS, any sister city relationship should be based upon common interests and characteristics important to Þoth-Federal Way and the sister city; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, RESOLVES AS FOLLOWS: section 1. Recitals. The above recitals are found to be true and correct in all aspects. Res. #~, Page#-----L- COpy Section 2. criteria. The City of Federal Way seeks international relationships which will enhance its citizens' understanding of other cultures and, to that end, hereby establishes the following criteria for sister city selection and guidelines for conduct of the sister city program. A. statement of Obiectives. The City will support and encourage the establishment of sister city affiliations which serve the following objectives: 1. To provide for increased awareness of, and sensitivity to cultural diversity; 2. To increase citizens' opportunities for social, cultural, and educational enrichment; 3. To enhance citizens' economic w~ll-being by developing opportunities for trade and tourism; and 4. To share expertise in solving municipal problems. B. selection criteria. To address the above goals and objectives, affiliations will be considered with cities which possess some or all of the following characteristics: 1. strong community support for the sister city relationship, including the existence of an organization able to work closely with the city; 2. similarity to the City of Federal Way in terms of size, geographic or demographic characteristics, historical develop- ment, or proximity to a major urban center; 3. A strong educational system, or a demonstrated commitment to serving the educational needs of its citizens; 4. Humanitarian concerns, shared by the people of Federal Way, for the health and well-being of all individuals and families; 5. An interest in sharing views and information on issues of governance and citizen participation in government; or 6. An interest in developing business and economic ties in Federal Way, including connections with the Ports of Seattle or Tacoma. 7. A national political climate consistent with the interest of the united states. Res. # 95-197, Page#----L- C. Guidelines for Conduct. To assure that the Federal Way sister cities program is conducted in a manner consistent with the public interest and in accordance with the laws of the state of Washington, and the laws and policies of the city of Federal way, the following guidelines are hereby prescribed: 1. Through its sister cities program, the City of Federal Way carries out the fundamental governmental purposes of providing cultural and economic development services. 2. The City of Federal Way shall provide such staff support as is necessary to establish and maintain communication on behalf of the city government with its sister cities, to the extent staff is available, and as limited by its budgetary constraints. 3. The city of Federal Way will implement this policy with the following guidelines: (a) sister city relationships can be initiated by the Federal way sister City Association, a Washington non-profit corporation, in cooperation and concurrence with the city of Federal Way. Each sister city relationship must be formally recognized by the Federal Way city Council. (b) Each sister city relationship must have a citizen committee comprised of not less than ten (10) members, committed to making the affiliation a success. The citizen committee must operate under the auspices of the Federal Way sister City Association. (c) The members of the committee will represent a cross section of cultural and commercial interests. There should be a sister city committee counterpart of like body in each affiliating city. (d) Each sister city committee shall be responsible for providing funding for a reasonable level of activities in order to maintain an effective and viable program. 4. city funding of sister city activities will be limited to public purposes, must be in compliance with all applicable laws and may include the following activities: (a) Appropriate activities to receive public officials, or their delegates, when visiting Federal Way on official sister city business; (b) The exchange of information and materials which support the objective of providing social, cultural and educational service, or economic benefit to the public. Res. #95-197, Page#~ (c) The exchange of technical resources, when such an exchange serves the objectives ~utlined in this policy, and is necessary to establish or maintain the sister city affiliation. 5. Any funding for private purposes is prohibited. 6. Non-perishable official gifts made to the City, its elected officials or staff members, received in the course of sister city activities will be the sole property of the city of Federal Way and may only be accepted in compliance with all applicable laws, including the City's Code of Ethics. The City will maintain an inventory of such gifts, and will display them in appropriate public settings. section 3. Severabilitv. If any section, sentence, clause or phrase of this resolution should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this resolution. section 4. Ratification. Any act consistent with the authority and prior to the effective date of the resolution is hereby ratified and affirmed. section S. Effective Date.
