97-247
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FEDERAL WAY, WASHINGTON, OPPOSING THE USE OF LIQUOR
ESTABLISHMENTS IN ORDER TO CONDUCT TEEN NIGHT
DANCES OR SIMILAR UNDER-AGE EVENTS.
WHEREAS, the City of Federal Way was incorporated in 1990
to establish, preserve, and protect values, beliefs, ~nd ideals
unique to its populace; and
WHEREAS, the residents of Federal Way have continued to
discourage alcohol consumption by teenagers and those persons under
the legal drinking age of 21 years and minimize the importance of
teen alcohol consumption as a basis for social acceptance, status,
or personal fulfillment; and
WHEREAS, the establishment of uTeen Nights" or other teen
oriented attractions in liquor service establishments conflicts
with community efforts to discourage teen-aged alcohol consumption;
and
WHEREAS, the practice of conducting uTeen Nights" or
other teen oriented attractions in liquor service establishments
licensed by the state and City for the purpose of liquor sales to
adults sends a mixed message to community teens about the social
necessity and public acceptance of teen-aged alcohol consumption;
and
WHEREAS,
the
City
of
Federal
Way
and
its
diverse
community provide a wide range of teen and youth entertainment,

recreational,
and social opportunities not affiliated with or
dependent upon liquor service establishments; and
WHEREAS, the City of Federal Way elected and appointed
officials
have never encouraged,
supported,
nor approved the
conduct of "Teen Nights" or other teen oriented attractions in
liquor service establishments; and
WHEREAS, the City of Federal Way seeks the assistance and
support of the Washington state Liquor Control Board and its
licensing and enforcement agents in community efforts to discourage
teen-aged alcohol consumption.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY HEREBY RESOLVES AS FOLLOWS:
Section 1.
Teen Events at Limlor Establishments.
The
City Council of the City of Federal Way hereby opposes allowing
teen
night
dances
or
similar
under-age
events
at
liquor
establishments.
The City Manager, or his designee,
is hereby
authorized to contact the Washington State Liquor Control Board
("Board") to urge the Board to establish, preserve, and protect
values, beliefs, and ideals unique to the City of Federal Way's
populace
by
refusing
to
authorize
licensed
liquor
service
establishments to conduct "Teen Nights" or other underage events at
such establishments in the City of Federal Way, by declassifying
such establishments or otherwise permitting such uses.
Section 2.
Severabilitv.
If any section,
sentence,
clause or phrase of this resolution should be held to be invalid or

unconstitutional
by
a
court
of
competent
jurisdiction,
such
invalidity or unconstitutionality shall not affect the validity or
constitutionality of any other section, sentence, clause or phrase
of this resolution.
Section 3.
Ratification.
Any act consistent with the
authority and prior to the effective date of the resolution is
hereby ratified and affirmed.
Section 4.
Effective Date.
This resolution shall be
effective immediately upon passage by the Federal Way City Council.
